Bought 2 wheeler with credit card

I bought a two-wheeler and paid using a credit card on a Pine Labs machine with a BHIM QR code. The machine printed a slip indicating a session timeout. After 10-15 minutes, I received a call from my bank for transaction verification and I confirmed it.
However, the seller claimed he didn't receive the payment and said that as it was a session timeout, the amount would be refunded to my card.

I waited for 2 days, and the amount was settled. Upon checking with the bank, they confirmed the amount was transferred to the merchant's bank.Despite this, the seller said the transaction was showing as pending in his account.

Four days later, the seller is still saying that he didn't received the amount in his account. Another confirmation with my bank they confirmed that the amount was successfully transferred to the merchant on very next day of payment.

What should I do now? Need help.

Take everything on writing from bank and warn seller if he doesn't agree then lodge a FIR, if you are lucky and have a good network of powerful people then police will help otherwise you know it very well

What if the Seller Didn't Really Receive the Amount?
  • How can I be absolutely sure that the seller is not genuinely experiencing an issue with receiving the payment? Are there specific steps or documentation I should ask from the seller or their bank?

If he is wise and understanding seller then he will spare time with you, and will help you with his statements or he will raise concern related to this txn to his bank. This is not normal though, so I think both bank should do investigation on txn id then come up with solutions in case the seller is genuine,

I haven't experienced though just giving you my opinion or suggestion. Rest I believe you know what to do and how to proceed this talk,

As for bank certified/stamped settlement statement of current account of the dealership for that date duration. Alternatively ask for any other documentary proof from their end citing such transaction hasn’t been settled on their account linked to their respective QR ID. If they are co-operative and provide something of this sort then it might be genuine otherwise you know what to do.

You can contact the brand on twitter from which you have bought the two wheeler .
Just tweet that the dealer is trying to fraud you and tag there handle with all the relevant documents and also the details of dealership.
Whenever I face an issue this works for me.
You can also tag pine labs with transaction I'd and respective bank from whom you made the transaction.

As far as I know, the settlement from your bank is a temporary one, any refund from the pine labs side it will take 5 days to process, even though it's settled from your bank end. There is a high possibility that merchant says true words, he cannot escape from the digital transaction once it's credited to his account, so if you can wait, do it and check atleast post 5 or 10 days.

This is typical and normal around all online transactions / pos transaction.

ask for statement of dealer after at least 10 days. If the amount is there it will reflect in the statement otherwise you will get a refund
 
raise chargeback/dispute against the transaction.
Update: I initiated a chargeback on February 9th. The seller contacted me the day before yesterday, informing me that he received an inquiry email from the bank and then he added, amount is now reflecting in his account.

So, yesterday, 19 days after making the payment, I finally received my two-wheeler.

I have a concerns regarding chargeback process. Now that the seller has delivered the vehicle and may add this as evidence, so the chargeback decision will be against me. If this happens, will the bank ask me to pay a penalty because the decision did not favor me?

Call the customer care and tell them about the incident and cancel the chargeback(if possible)
And also send an detailed email. That will be your evidence

send an email to the bank with all the details of bills,delivery confirmation etc. and close the chargeback stating that merchant personally contacted me and delivered the concerned product after raising the chargeback.
Make sure to attach every details and mail to higher level escalation of the bank.

Showroom owner here probably wud have lied to u to keep the amount in his acct for few days for some interest or emergency usage.
(or)
he was lazy enof to chk the statement to confirm

If u ask him to show the date of settlement, he wud probably dont show for sure...

Send an email to bank saying after bank initiated discussion of chargeback with merchant, the merchant has delivered the vehicle.
Don't accept old documentation. Ask for fresh documentation with updated date on insurance and tax invoice.

If he doesn't, then contact brand though website/x and ask them for bank statement of merchant exactly when he received the money. Settlement happens in batches, there will be timestamp. Also ask for compensation for bad on boarding experience and loss of insurance tenure.
 
Thanks everyone for your valuable comments. Things are sorted now. Here are the latest updates.
Update: Still not sure about the exact date on which the amount was credited to seller's account. Seller was offering me back dated bill but upon insisting he agreed and got latest date invoice and insurance.
Also contacted the bank customer care. They mentioned that after verifying the seller's response and justification, the chargeback request would be automatically closed. But to be on safer side, I also sent a mail to bank, explaining everything.
