Some people have to travel a lot, particularly in remote areas, where BSNL is the only option. So they have to maintain a secondary BSNL no.

Plan has nothing to do with incoming SMS , if network is good it should work...
(Obviously under the active plan)

Then 797 & 397, now 197 plan keeps my BSNL SIM active for incoming calls & sms.

I remember there was a 106 plan which used to give 30-40 mins call, some SMS, and three months (or 84 days) validity. Are there still plans like that that focus on validity?

Also, BSNL doesn't yet have eSIM, right?

They reduce the validity slowly slowly, it was 90 days previously to 28 days, Now that 106 or 107 recharge not showing to many, while recharging
