Can bank reopen permanently closed saving account

My sbm bank saving account permanently closed on 2023 but yesterday I received WhatsApp message from sbm bank to reactivate my closed account by doing vkyc but I heard that once saving account closed permanently we cannot reopen the same account so I want to know that any one reopened their saving account

To answer the title question... No, not without consent.

Opening or reopening an account after doing vkyc isn't illegal.

Even after closing an account, the Acct no and Cust ID remains in bank system. So they can reactivate it with proper KYC and obtaining of fresh set of documents and signature, though I guess it would effectively be a new acct with old acct no & cust ID.
