Cannot pay for digital purchase in Amazon with Millenia CC

I have HDFC Millenia CC and with that I cannot make payment with this credit card for buying Amazon gift card. The account I am trying is my sister's account with currently prime free trial activated. But, in my own amazon account I can buy Amazon e-gift cards without any issue with the same Millenia card. With my sister's account, it shows The card has been added to your Wallet but will not be available for use for this purchase. This error has not been occurring for physical products but only for 'digital delivery' and only in my sister's account. Any reasons for this?

How much gift cards have been purchased from your sister's account in last 30 days?

I am not sure but got the same error when I tried to purchase value more than 10,000 per transaction

Try small amount Amazon gv like Rs1000 and check CC option showing or not.

I tried ₹7000. But for the same amount, I completed purchase in my Amazon account. Earlier this month I purchased ₹8000 e gift card with same cc in my amazon account. The problem is with my sister's account only.
