Rewards wise Millenia is better, they also issue Millenia in a Diners variant which you can ask someone from HDFC to change for you. Millenia is a cashback card. But with Privilege you’ll get more no. of lounges access and wider variety of lounges as HDFC recently cut their lounge program to only metro cities.
With Privilege you’ll get more subscription based benefits like swiggy one, MMT black, Prime.
If your priority is only lounges and you are unable to switch your Millenia to Diners then you can upgrade to DCP.

Sorry to say this, but I don't think you will get an upgrade to DCB with this limit. For DCB, HDFC would require you to have 5-7 lakh minimum credit limit. Your best chance is HDFC Regalia, but for that also, you might require 3 lakh CL. I would suggest try for limit enhancement, instead of trying card upgrade. Once you reach higher limit, upgrading will be easy.
