Dude corruption starts at the top via shell companies, ngos and charities 🙂. That will continue only our spending will be totally controlled. Even TCS 20% was on that lines
Well its at lower levels too. Look at countries like sweden where only 5% of transaction are done in cash, negligible curruption.

Rbi says OK "issue money in form of e-bill which is link or qr code", just like a serial number on the notes.
Also tracking of funds will be easy for rbi if anything wrong happens.
Also the government can initiate any funds like scholarship, subsidy under e-rupee to minimize corruption and state govt. looting.
