I was able to book PE tickets for my parents & wife using Vouchers without creating accounts in their name or Family pool.As per Air India, our PE vouchers can only be used for us, not for family.

It is not same with points. You have to have two revenue flights and family pool created to use points in family pool.I have booked using vouchers, not tried with points but i think it should be same.

Now escalate the same via email to nodal officer, appellate authority of air India. As they generally do not reply. Raise a grievance to national consumer helpline with detailed complaint. You can all call them in there toll free nos.91 116 932 9333+91 116 932 9999 for reminder also remind them multiple times via email.
