The bank sending the funds generates RRN not the bank who receive the fund. Also ask him to corroborate with NPCI, ICICI, HDFC (Payzapp) as you have provided everything you have on this.

Share with him debit as well as credit (I guess u already did that) transaction statement and screenshot in writing through email to prove it's a self transfer and nothing illegal.

Mark same email to ICICI, HDFC and NPCI, together. Wait 7 days.

Then be ready for RBI ombudsman for inconvenience due to banks negligence also copy to that police's higher official till ministry level.

It's easier said than done. Practically dealing such things is too difficult. It consumes so much time and energy.
They removed lien finally after multiple follow ups. I sent police guy both debit and credit statement showing matching transaction number. Also screenshot of Payzapp debit showing ICICI account number. After multiple follow ups, he said will check with NPCI, HDFC and ICICI and a week later said will remove lien.

also dont forget to get a written communication from police, either in email too or just ask him to share the copy of email he sent to bank to initiate lien removal. this will help u in future.
