I opened in feb , I get master card and do transaction of 25k, and no charge has been deducted till date!
but if I reissue now the charge the issuance charge will be applicable

So why are you telling about issuance charge? Issuance charge always deducted when you open your account then after that they will reverse.

Today, just now, I called , on the issue that I am not getting reward point ,
cs also told, no reward point for this card and I asked then about the charges of debit card issuance they told 590.

moral of the story, I am not using this card,
I opened this account ,….as zero balance , free debit card, and PREAPPROVED CREDITCARD. planing to take legend during Diwali and convert to exclusive account ( for free visa signature card)

He must be using different account in which he is getting rewards on Indus dc.

No rewards points possible for bill payments from indus delight dc.
But online you will get 5% cashback on Amazon Flipkart upto 750 month.
