Digital account, Zero balance with UPI account

Hello ,

One of my friend will be back India.
He doesn't have any account with UPI.

So he wants to open an account digitally and want to avail UPI.

Please suggest.
Also without much calls from Banker or agent

recently one of my friend asked for compensation of a delayed refund from rbi without asking the same from the bank first. Rbi said to ask for comp from bank first.
So I guess visit branch and if they don't, show them the rbi guideline... still if they wont do it, file a complain and get the sr number. Check the status. if negative lodge complain in rbi then.

A lot of people have opened it recently for super debit card. I think you have to call the CC or nearest branch.
