They first decide what they want to do, then they do it.
A simple road expansion is so painstaking process in india. Whereas in China, you know what they do. They get a order you need to make this highway with this specifications. They put a straight line on paper. They bulldoze everything on its path, if there is mountain they'll blast it; if there is river they'll build bridge. This can't happen in india because of politics.
Chinese also figured all of these out very fast. Therefore their labour migration, all the factors related to that like road/rail connectivity with rural areas, slum management, leave management are very different than indias. Whoever realized this in that time was a pure genius.
Logistics is where india loses big time. Not just because of quality and availability of road/rail, but unnecessary detours/turnings/checkings, management of traffic, strikes and so many other factors.
