Federal Bank Lied to rbi on serviceable Pin code

Applied Federal bank credit card and got rejected asked for a reason through rbi they closed the complaint stating that my pincode is non serviceable. But I am aware that lot of people in my neighborhood is using their cc so went to their branch near by my house and met the bm and he confirmed that my pincode is serviceable. In fact I seen there is seperate counter for credit card. But how could Federal bank lie to rbi. Further rbi closed the complaint under non appealable clause. Just a waste of time and cibil enquiry. Hopeless.
