Fi debit card foreign transaction

I try to do foreign transaction with multple fi debit cards it decline again and again international transaction is already on with limit 5 lakh and transaction is just 500 usd bht it decline again and again and fi support says there may b a issue from merchant but sometime i face this issue with most of cards any solution?

Indian banks restricts unverified foreign merchants.
