Getting Upgrade Offer for Xcite Ultra

I am currently holding AU Vetta LTF card but they are giving offer for Upgrade to Xcite Ultra. Isn't Xcite Ultra is below Vetta? How can it be an upgrade?

Whenever you Change one card to another it is always called upgrade, they don't call it a downgrade

Xcite Ace Upgrade is chargeable Card and Providing the option to choose either Visa or Rupay.
