what is this , i'm aware it say the primary holder would be the debtor in amex financial book of a/c ,so to confirm that they have send this mail? and do we have to authenticated ?
Just create an account nesl and you will be able to see it and authenticate it by digitally signin

I've gotten these for our business loans from sbi, axis, etc. I've been ignoring them so far.

According to me, it is not necessary to authenticate the debt as I am seeing thi mail from last four months on my corporate loan.
but doing so is not a loss. to do this you will have to register on the nesl website and then authenticate this debt.
It is just a debt tracking portal of the indian Govt.

Somebody else has taken a loan from BANK OF MAHARASHTRA and I'm receiving this mail multiple times. Of course I'm not authenticating this, but is there something to be done to disassociate my email from this?
I haven't confirmed my email to this but looks like BANK OF MAHARASHTRA has been submitting my email address for the loan taken by this individual.

Not sure if I just ignore it, or authenticate it.
You can ignore it or authenticate it, I forget in my dad's case to authentic n nothing happen.

Same. I have had the card for close to a year and have always paid in full, before time and got the email today as well. Maybe its some system wide bug
