government banks cc without savings account

What are some available public sector banks offer credit card without having a savings account with them?

I am aware with

1. SBI (age limit of 25 for self-employed) :/
2. Bob (Approved)
3. PNB (Approved)

You can open the account in PSU, don't opt for checkbook and debit card, get the credit card and then close the account. There would be some losses in terms of closure charges though.
