Harrasment by Yes Bank for CC

Last month, I got a message for pre approved card. I clicked on it and have my basic details to know about the card variant. After that, I started getting calls from yes Bank and I told them that, I don't need their card. Every week, I am getting calls from them to complete my CC application. Two days ago, I was told that, I will get LTF card so, I opened the link again but it was same old card with annual fee. I told the yes Bank executive that, I don't need the card. After 2-3 calls in the same day he tried to trick me by saying complete the application to close it and I won't receive any card but I disconnected call. Now, I am daily getting calls from different numbers by the same guy and he is asking why did I click on the card if I didn't want the card. I am blocking all numbers but he is calling again and again from different numbers.

Where can I complain about this issue?
 
I used to get a lot of spam calls in a day. After sometime, when someone called i started saying that i need credit card/loan etc since I have lost my job and have to pay credit card bills kids school fees etc and if they can give me. Generally nowadays I get max 1-2 calls a week now. I.e. where i repeat the same story. Its effective.
 
The trick I use is as follows -

Whenever these brokers call, ask them about their details, like which bank, which place, employee id, working since, how/from where they got my information, etc.
Doing counter question helps as they are not able to answer and your number would at least get removed from one of the many lists circulating out there.

Result: Frequency reduced from 1-2/day to 2-3/week
