HDFC & PAYTM - Why conversion charges in India ???

From the last few months I am observing that whenever I am using my PAYTM VISA debit card in HDFC ATM, it is asking for conversion charges. I am confused. Please check the attached image below.

Still I can withdraw without any extra charges if I go with "Continue without conversion".

Only HDFC ATM shows this message. Any idea ??
