HELP!! Refund not initiating . Not picking calls,email anything..

Recently on 28Sep i bought a refurbished smartphn from Ovantica.com for my aunty(there family is not financially well)..cost was ~6.5k..i paid via PAYZAPP WALLET
now after a day..unknown number msg came in whatsapp..that she is from ovantica sales team..stating that the phn is not in stock..and she provide some other phones in that price range..
I didnt liked a single one from it..she tried this for nearly 4-5days..
then a call came from ovantica after 4-5 days stating the phn is really in out of stock..and they r trying to arrange a phn which i chosen..let me give them 3-5days time..i agreed..
still they couldnt..so i pinged that whatsapp number asking for refund..she said she will initiate it..
nearly 7days passed,..money didnt came..i asked again in whatsapp and called there cc..they said will call back in a day..
they called me back on 8oct stating refund is now initiated from our side..and a mail also came on 8oct stating same..(but NO reference number was provided by them)
days passed now its 18oct..till now money is not yet been reflected in PAYZAPP WALLET
i pinged that whatsapp number twice last 2days.. NO REPLY
when i call there customer care..they just play music for 20mins..and then call ends automatically..
what to do from my side now to treat this shits..
i have all sort of proofs chat mails , call record etc..which i can show
ANYONE PLEASE HELP!!

Update : 19oct i dodged the complaint on consumer forum..i took ss of the docket number and forwarded it to ovantica whatsapp the proof of filing a complaint in consumer forum and threat of fir in police station on monday..after 2hrs call came from ovantica..claiming within 1hour they will give mail of refund(with ref num) and a screenshot in whatsapp..and yes..within an hour..they provided the refund message with proper ref number and ss..and gave 48hrs max timeline excluding holidays

If the seller is not responding, try to go through bank for a charge back for services not rendered

If that doesn't work go to consumer forum, i hear you can do online complaints these days
 
if the entity has twitter account try to tag them and relevant authorities
and file a chargeback as suggested above
and i think you can now procceed with consumer complaint

personal advice;
never buy something from new sites (that look suspicious)
or the ones that are unheard by masses
6.5k is a huge amount and already many good phones are available at that range on amazon/Flipkart and other reputed and known sites

I will suggest to pursue a legal course of action, or make a complaint in consumer forum or complaint in sanchaar saathi.
If there is any WhatsApp number or helpdesk number or support email, then inform them that you have submitted such complaint in regards to your concern. Hopefully they will refund quickly, otherwise be prepared for a long battle.
 
As suggested by @Swastik try chargeback but chances are less since a lot of time has passed. In the meantime you can also try a twitter post tagging the company founders and BBR.

If you get hold of an escalation matrix try tagging them in the refund mail and ask for reference number.

actually its a refurbished site..many youtuber like guptaji has bought things from there..thats why i bought from them..
i will complaint in consumer helpline today only..

what is charge back service by bank..will u elaborate?
Compliain to bank that amount is deducted but goods/services not delivered, see if they can retrieve the amount back for you, not sure how it'll work, I've never used payzapp wallet myself

whose contact number?company ka?i have lodged one complaint here..providing all screenshots and proofs
