What have you tried in terms of complaint to the .. hitch zone?
Have you emailed them for the reversal and when? Any formal written complaint?
The site assuming its https://www.hitch.zone/, does not mention any escalation matrix or specific nodal OR principal nodal address, rather just dispute@hitchpayments.com or disputes@hitch.zone .

Today I share the screenshot of holding payment , they said they forward concern to respective department still not asked for card photo , Before that I made many payment and got credited to bank account and not asked for card photo.

Why would anyone ask for card photo unless ...
Let them reply to this first assuming it was an official channel.
If not, email them again and keep asking them to confirm their position.
For a better chance with RBI, its better to have a response from the party first to make your case string assuming they fail to resolve this.
