Although I did not participate in the entire process from initiation to setup, I am aware of some initial steps that might be helpful.
The first step involves acquiring land—either by purchasing or leasing the required area—and obtaining an NOC from the different authorities, like Police, FIRE, environmental, etc etc. Mostly DM approve/rejects it.
The rest of the process is typically managed by agents, who charge a % as commission.
Btw, my friend has iocl bunk, and his friend recently opened indane distributorship. I don't know much about him.
