No, you can not get DCB as LTF now without alumni offer. It has stopped now.

Before it used to get offered from HDFC by default, with no criteria added. But they later on stopped issuing it as LTF

It's not. 10K fee is quite high. If you're ready to pay that amount, better try for Infinia which has 12.5K RP for renewal as well which isn't there on DCB. Plus additional RPs for GV purchase through Gyftr and benefits from smartbuy

I dont think they are issuing new DCB Plastic, Alumni program has been shut down.
DCB Metal, I dont think they are giving it as LTF.

I would assume HDFC wants to move away from this LTF business especially for their super premium cards. It is worth a try to check through their corporate connects, but chances are slim.
