How to get or apply Amex card from Different Location

My permanent address pincode is not under serviceable area but my friend address pin code is from serviceable area . Please suggest me Can I apply in my Friend Address. it is necessary to provide address proof. Or describe as rented house.

they said address on government id proofs should be same as current address, so only adhaar , DL, voter and passport were accept as address proof for current address also. I have ACT internet bill on my name in delhi to applied address change on adhaar online and submitted that act broadband billl and my address changed in 4-5 days and now did vkyc and all went well
