ICICI HPCL Rewards - NPS

In Feb, ICICI said, government spendings would be added to the Utilities section. Does this cover NPS Investment too? I made 2k investment but got only 40 points (10 rupees) ~0.5% instead of 5%.

Do we get 5% rewards for NPS investment using ICICI HPCL card?
