1 chip = 1Rs ,but you need a minimum number of chips to book a flight and that minimum requirement depends on the route.

I've had quite a few flights with indigo this year but I just enrolled to this program, is there a way to claim points for past flights?

You can claim missing miles for your flights in the last 3 months. Option is there once you login to indigo bluechip for retro claim.
 
Can i claim chips if I booked through IRCTC app ? , irctc directly books from indigo, and when I booked also got an email from indigo
Yes, once you have travelled, goto bluechip dashboard on indigo app and click on claim blue-chips for past travels and then you have to provide your PNR and the bluechips will be added to your account. You can add chips for travel done in past 3 months.

Yes I always do that. Total 3 times claimed so far, 2 in progress this week. I always book via Amazon. So those trip details don't get added to bluchip automatically.
So after the trip I go and add pnr manually and claim points. Screenshot attached.

So my dad did a trip ig I'll have to register a new account under his name then.

Well the trip is in April, so i will have to do it once journey completed right ?
