IndusInd offered me upgrade from Pioneer Legacy to Heritage Metal for Rs.15k joining fee and Rs. 25k annual fee. No annual fee if spend is Rs. 10L. Is it good offer?

IF my last application declined after vdkyc with any reason and i apply again after cooling off period will i have to do vdkyc again or earlier one will work?
