There is one way since the premium amount is 16K. First load Pencilton prepaid card using Ola Money wallet, it will give 5% cashback. Though it has 10K monthly limit. Then load amazon wallet using Pencilton prepaid card. It will be in money segment not gift card. Then pay your insurance payment using 99xxxxxxxx@amazonpay UPI on United India Insurance website or any other app which has United India Insurance.
Ola Money wallet (SBI CB Card) ➡️ Pencilton prepaid card ➡️ Amazon Pay wallet + UPI ➡️ United India Insurance.

Yes it gives. The OP asked about United India Insurance which is NOT available in amazon, paytm, mobikwik, Freecharge. Probably only option to pay is official website.
Also I came to know yesterday that paying 10K+ electricity bill in Amazon is not allowed using Amazon pay vouchers?

Single transaction. I have seen this 1L limit being reported by people many times. But for me, it has worked in last 2 years. First time was via icici card and second time via vouchers.
Mine is just above 1L. Maybe actual limit is 1.1L or so.
