Yes. Travelling there is not an issue right now. Few weeks ago one of my acquaintance went to Uzbekistan (tashkent, samarkhand) and then to Moscow, st Petersburg and then towards Siberia (Mongolia border). He said it's very safe and didn't feel like any war is going on. Everything is pretty normal.
