International Transaction Refund Doubt

So i did an international transaction from one card because the international markup is non-existent with the cashback coin gimmick. So I did book something for the trip, but then it got cancelled by the seller and they refunded. The refunded amount varies significantly though, almost 500 rupees. IK, some of it is taxes and forex charge, but when I got no service shouldn't those be reversed as well. Is there a way to recover this and maybe avoid something like this in future?

It depends on the exchange rate at both times. The day money got refunded and the day it was credited and exchange rate on both dates. Had similar experience before with Icici and this was what they informed me. On asking if the exchange rate was higher will I get more but they said No, it will be same as the amount paid. Difference was around 1000 rs.
