Yes talk to CC they will help you about the code..

regarding turning on notifications ,you can do this online..

Yes , you are right.. it’s a targeted offer and relatively new members may be in eligible..

I got for SE & GC
But not for MRCC

Since SE is Credit Card and GC is Charge Card.

I think, they were issuing it to the members based on that. The highest variant card person hold, the better validity of voucher he gets.
