irctc refund to closed account

Ticket was booked using upi linked to federal account but now that bank account is closed and i immediately linked kotak account to that upi address. i cancelled the ticket on 3rd October but no refund received to that upi address. How can i proceed here?

Refund is always made to source of original payment mode. You will not get it to Kotak. Follow up with Federal
