Is there any issue with the Diners Privilege card bill payment with RUPAY DC?

Can anyone confirm whether Dinners Club cc bill payment works with Rupay debit card?

Tried Mobiwik, Canarsetu, Paytm...with SBI virtual DC, INDIAN bank DC...none of them is working. Always getting a message saying declined by the bank. Receiving OTP from the bank, but not getting any failed message from the bank side as well.
