Is there extra fee to eat/go to toilet in the IRCTC Executive Lounge, Sealdah, Kolkata?

Around a month ago, my father went to the IRCTC Executive Lounge in Sealdah, Kolkata using his SBI IRCTC credit card, and he said that they asked for extra charge for going to the toilet and for the food available, is that correct? I thought it was supposed to be complimentary.

I don't know exactly what they asked the extra fee for, as I wasn't there. He is planning on going to Sealdah again soon, so he asked me this. If those things are supposed to be free, where can he complain if they ask for extra fees again?

free only within 2 hours, thereafter chargeable.

toilet .... is free, but shower is chargeable .. may differ loungr to l

Rail lounges have only seat for free ( most of them ) food is paid
 
Whenever I went, some food was complimentary, but it was limited and minuscule. They also don't advertise this option, have to ask them separately. Their main focus is on paid customers, for whom they have a paid food menu like any restaurant. The toilet thing is new though, I have never faced that(though I haven't visited since last year Diwali so some things might have changed in the meantime).
