Decathlon is having jackets which can be used upto -20 if I am not wrong. Not below that
You may not get them in India or have to pay hefty price due to import or customs. Between where do you plan to visit?

It's more about multiple layerings then one common jacket, any -20 jacket by decathlon should also work fine as long as you are wearing proper 3-4 layers of clothing

I got good discount on decathlon in Jaipur, Vadodara and also in pattaya but always during off season. Purchased one double jacket ( inner jacket removable) and many other items for going to sub zero places
As Decathon is international brand so i think the offer will work in all outlets rather tha just in jaipur or other cities isn't? mnot sure about pattaya never checked
Yeah, in India it should be at the same time. Now a days it is also available online. In Thailand, the decathlon store was having many extra items that I didn't find in India in particularly mumbai, jaipur and vadodara where I frequently visit
