Karnataka govt is running a scam!!! Need everyone here who can help to recover my 5 Lakh

Having used credit card for most of my transactions, never did I knew I would face such a situation.

We are three brothers having many credit cards. My eldest brother was making a payment for land conversation to non agriculture at Karnataka govt site for a friends work. While paying from his credit card the amount got debited but the site showed some error, it did not continue successful payment receipt. He tried again with other credits assuming since the transaction got failed it will be refunded. We did 7 such transaction amounting to 490000 rupees on 3 & 4th march. All the payments got debited but the site showed error and did not load further.

We have raised disupte with each credit card bank, but they are not helping and reversing the temp credit given.

I have contacted the govt site helpdesk they gave trx details like multiple payments got received but they are telling only the local DC office can refund the money,

We have contacted DC office gave them application with all the required details, but they are telling to wait atleast 3 months.

I have contacted the intermediary payment gateway SBIepay and k2 helpdesk like how can they allow multiple payment for single service and not refund back the money. They are mute telling me not their problem.

We need to pay around 5 Lakh as credit bill next month due to improper payment system at the Karnataka Revenue Department site.

I would need everyone's help here to fight back and get the refund.

Pls help where can I escalate the issue consumer court? RBI ? Or where.

I am sure I'm not alone whose payment is struck, there would Crores of small trx of 55rs like that, which failed and went to Karnataka govt unaccounted. People never get the refund of those money.

What kind of response you have got after disputing those txns.
When did you have done those transactions. Kindly put time of events also for proper guidenace.

Since you have paid through credit card and txns have got failed..And if at all Credit card issuer bank has not reverting after investigation of diapute then you can also Consider reaching consumer court for deficiency in seevice againt land revenue department.

Senario1 -If amount is settled in Revenue Department account and receipt is not posted. Approach Consumer court for deficiency in seevice.

Scenario 2 -If txns are failed and amount is not credited back even after dispute then Approach RBI BO for the same.

Once denied file FIR ON each of them
They will respond then

Yes, repenting each trx I did. Does meeting bank manager helps, they aren't much use i guess.

It took days to get trx id's, ref numbers and receipts for duplicate payment from all these banks and k2 helpdesk

I have a proper excel with all the details.

Temporary credit among them


Best is file FIR
Shows other supporting documents and claim charge back aka temporary credit

1-Do you have any broker involved in land conversion ?
2-Do you have any Lawyer/Notary for paper transfer?
3-How much is the bribery situation/system in Revenue Department now a days?

SBI has given temp credit and i have sent the requested documents.

HDFC is worst they arent given temporary credit but continuously asking for document which i already sent them.

IDFC has given temporary credit, but did not request documents yet.

Axis first gave and then removed the credit without any intimation or mail or aksed for any doc. Axis is so cunning they removed the temporary credit just before the statement day for both the cards.

HSBC clearly told they wont give us temporary credit in any condition

All in all I am feeling theses credit cards disputes wont help me and will waste my time.

looks like it is a general norm at the Bank. Asked me for documents for almost like 4-5 times; even though I had already provided. They did give credit btw, after around 15 days.....

Try what he has suggested and if the Branch is too far OR for the TIMEBEING ; you can send an email to the below mentioned addresses along with the supporting documents.

1) For Hdfc - ccdisputes@hdfcbank.com ( this is the dedicated email for dispute)

2) for idfc - just keep a draft email with supporting documents ready.

3) HSBC - Try the below id's :

just keep in mind that if the Bill has already generated and after that you have received the temporary credit , just PAY the amount of bill first. Because even though the RBI Guidelines do mention adjusting this refund against payment due, some banks don't do it.

To avoid cibil damage or any late payment charge, pay first. Then you can request the outstanding temporary credit amount to be transferred to your Bank Account.

Can you try chargeback from credit card? provide all the proof to customer care.

This is how a legal scam can be executed.
First make faulty paymnet system. Second cut off automated refund or charge back system.
Third make manual refund procees slow and fully corrupt.

Does sound a lot fishy. For small amounts like 100rs and all the money would just go unaudited.

I have mailed the State revenue dept, dc offce, site helpdesk. Still no valid response. There is no accountability with these folks.

The local dc office guy is yelling he does not know the process of refund he needs time from last one month.

RBI does not have any jurisdiction here. Does not show any option to file complaint on State's revenue department.

1. No broker is involved.
2. Not sure we were just making paymnet for a friend.
3. May be higher then other states. Karnataka is most corrupt in every aspect. Taxes are a just out of roof from road tax to stamp duty every tax rates tops in india.
