Kotak credit card application

I've applied for Kotak Zen Signature Card. The agent from the bank told me that its approved without any documents and she just need biometric verification. After biometric was done, the application status is showing "Application is under evaluation". Its still not showing approved. Then how come she is saying its approved?

Not pre approved but pre qualified. Kotak ch*tya declined my pre approved application without any reason and still sending that shitty pre approved offer on mail/sms.
