I will do 100 rupees transaction. If it gets paid then we can say billpay portal is still working for non bbps.

ICICI is live on bbps. if you can wait, you will see it in Jio Finance and Airtel in next few days. Else try unipay (visa/MC) or payzapp (only with Indus MC dc). But try with small amount first to check.
