For Citi, if you already have a card, ask them if they can convert it to LTF. They may give you that IOCL card LTF. However, of you are asking about card to card basis for Citi bank's first card, then no.
For Amex, normally they give you a lower variant card LTF or complimentary, if you have a higher variant card. Example- if you have MRCC, you may get SmartEarn LTF. But, the reverse will depend on Amex, no guarantee. Call their customer care and ask.

I asked citi for premiermiles so that sometime this year they will convert it to axis card. It will renew in Feb of 2024
