The offer is mostly given by AirAsia which is valid until 15th June.
Some of the fares are, bhubaneswar to Kuala Lumpur ₹4000. Visakhapatnam to Bangkok and KUL at ₹4000.

Generally, but this is a low cost carrier, their business depends on this. Sometimes you might get lucky if the check in agent doesn't ask, but they do. When you travel Full service, then they don't care much.Generally they don't check the cabin baggage, right?

Yep it does... There is one more website I am forgetting (maybe Skyscanner). The advantage of that is it let's you book separate tix with layover change which sometimes is even more cheaper. 1. MAA - SIN (Scoot): Arrived at the airport early. Scoot checkin counter wasn't open then. Scoot has 10 kg allowance. I went to an empty indigo counter and asked the lady if I can check the weight of my bag. She nodded affirmative. I found my bag was overweight by 2 kgs. I started wearing few more layers and kept powerbank, charger etc in my jacket. At the Scoot counter they asked me to put my laptop bag also along with cabin bag on scale. It was 11 kg in total. She was looking at my bag for a while (thinking what to do). I said, there is waterbottle which I can take out if necessary. The she said "no problem".
When I was waiting near gate to board, someone from scoot was approacing everyone and requesting to give the bag as checkin as flight was full. I happily gave it.
2. SIN - DPS (Scoot): Nobody was checking any weight here.
3. CGK - KUL (AirAsia): Cabin baggage limit 7kg. I met a fellow Indian traveller at the checkin queue. We both were worried about excess weight. We deviced a plan. He will wait with my cabin bag a little faraway from the counter while I checkin, and when I am finished, i'll wait for him with his checkin bag, so that at the counter we both will say that we have only laptop bag.
While going towards security, suddenly, everyone was asked to stand in queue and there were 2 Airasia girls with weighing scale weighing cabin baggage (not laptop bag). I was frightened. The weight came to about 10.5kg approx, but they said nothing.
4. KUL - COK (AirAsia): Cabin baggage limit 7 kg. Due to my earlier experience at CGK, I was a bit cautious this time, and also worried that my bag is overweight. Taken the boarding pass from self-checkin kiosk to avoid baggage weighing. When I proceeded towards security, Airasia guys were checking everyone for overweight luggage. I observed that they were weighing only cabin bag and not laptop bag. I quickly backed out and started putting all heavy things from cabin bag to my backpack. i knew my total weight of 2 bags were around 14kgs. I stuffed as many things possible into my backpack. my laptop bag became a lot heavier than cabin bag.
When they weighted my cabin bag at KUL, it was a little over 5kg. Although my laptop bag weight was almost double, they must have thought, how heavy it can be when cabin is 2kg less. And I went to immigration happily.
