yes PAN can be removed only after statement generation. They mentioned this on email to me.
You can apply online as well but I went offline.

I too got confirmation over mail, that PAN removal request can only be processed after the statement generation.

Seeing a similar screen but diff error. Thinking to goto Bank and then apply. I mailed the nearest branch last week and no reply yet.

hmm okay it got resolved seems like i needed to use mobile data instead of wifi

I applied for the card online today and completed VKY and now if i track it using my mobile number its saying " We regret to inform you that at present we are unable to process your application as per our internal policies. Please note that the current Rejected decision is in no way reflective of your credit stature, and we will be happy to consider your application when you apply again with updated financial information later."
