Existing Federal card holder eligible?

I got my Federal card one month back. Had to close One Card from Federal to get the core card. Heard that Federal changed their policy soonafter I closed my One Card.
I tried applying for Magnifi. Got rejected with reason, doesnt quality their Cobranded policy
