Most of the PSU Bank, Pvt Bank open account for minor with certain limitations.
Based/attached on parents pan, limit can be relaxed.
Better to have a word with the bank you have accounts in for exact TnC.

Why you need specifically UPI when you can easily utilize ASBA facility of the bank.
