99% you can set up mobile number at ATM.

Some Banks restricts mobile number setup at its own ATM

It depends on the bank I suppose.
They will have different menus I think for cc holders
Never tried before so can't say in conformity..Best way to find out is try at CCs bank own atm
My guess would be you may not be able to change your mobile number for your CC account using atm.. As I said in the beginning again it depends on the bank

You could face issue if change mobile number on rupay cc.

Several cc users told that after number change they can't link cc in upi apps

If it is icici you could try with atm. 99% it will work. How long it takes to have go at it instead of wasting time here asking..
Just an advice from practicality point of view unless you don't have an atm near you..no offence
