Norway Visa - What is Utenriksdepartementet / dibs payment portal ?

I am traveling to Norway for tourism. I have to pay 90 EUR to UDI (Utenriksdepartementet dibs payment portal - dibspayment.eu) for some Application Form - now sure what exactly it is.

This portal is not accepting Amex / Diners. Any help on which Credit card payments (I have Visa Infinite - AU Zenith & Rupay Select - HDFC Neucard Infinity) on this platform will be beneficial?

Can't help you with choice of credit card but I just tried translating Norwegian using good old Google translate and this is what it returned
