BOi process is slow. Account number will be generated in one or two days. Debit card via India post will take up to 7 days. Once Debit card activated mobile banking can be used. BOI process is slow.

Yes. Banks get accounts and some guys get commission. Once target achieved, these guys themselves tag the bank and devalue this offer.

After this, these guys bring a new offer, people run after it and the cycle repeats

Not at all. Only Bills/Recharges is useful. CC bill not allowed. Even SBI stopped it.

I paid elec bill in past. Not using BoI these days. Happy with 400x4 millennia. Bday months going on in family so SBI Unipay 0.50% + 1000 pts of milestone which will come at own time. So 0.50% now.
