Paid a merchant more than his monthly limit. Merchant has not received amount. What to do?

GooglePay Merchant has monthly limit of 25K and daily limit of 9K, but my brother paid 30K using TataNeu credit card today. The transaction was successful but merchant has received nothing.

How to sort this? Will my brother automatically receive entire 30K back or something has to be done?
