If you pay your credit card bill via HDFC Bank bill payment portal using your HDFC Bank debit card then you can earn 1% cashback, maximum Cashback capping depends on your debit card type.
Maximum Cashback Capping-

If you have HDFC Millennia debit card then you can earn 1% upto Rs. 400 per month, just pay Rs. 40,000 bill & get Rs. 400 cashback.

Not only credit card bill, you can pay any utility bill you want (must be available on Hdfc bank bill payment portal) & get 1% cashback.

Used PAKKACB on two Mobikwik accounts. Have bills to pay on and after 15th. Will update then. I think it will work as offer terms does not state max 100 per Mobikwik account for FULLPAY. Also, now FULLPAY cannot be applied on bills that aren't fetched. Atleast I was unable to apply on OneCard bill because Mobikwik does not fetch OneCard's bill. Also, I joined Mobikwik beta for Mobikwik wallet UPI. So, maybe FULLPAY works on stable app for non-bill-fetched payments too. No idea.
Now Mobikwik is not fetching bills Properly.
2 days passed but Mobikwik did not fetched the ICICI Bill from E-Mail Statement.

So this would be my first time paying via hdfc billpay, but it looks like hdfc has changed things because what I see does not match with instructions given by technofino and others. So when I open netbanking and go to billpay and recharge it shows this :

This then opens up in new page where I can see various options among which I select credit card then SBI Card, now it directly asks card no and amount. So there is no need to register ?
I remember people telling that we need to register the credit card first for accepting payments which will take 2-3 days and then make the payment.

Has anyone used this new UI / billpay module ? Are we still getting 1% cashback via this on platinum debit card ?

The process has not changed for me. It does say 'We have upgraded' but just clicked on 'Continue' and I can still see 'Add Biller' with the same options as before. Refer to the attached screenshots in order for a better understanding of what I see

Thanks a lot for detailed explanation !! I didn't notice Add Biller at top, now I've added the biller. So now to make the payment, I need to go to my biller, then chose SBI card an then pay via platinum debit card ? (Unable to do rn as it's pending state for addition of biller)
Also after how much time will cashback get credited to my netbanking ?

Give it sometime after adding the biller and while paying - make sure you select debit card option to get CB (you will see bank account & DC when trying to make payment)

It usually takes only a couple of days. I don't track this extensively but confirm the most recent transaction (CC payment using DC on HDFC Bill Pay) was 4 days ago & it's already showing up. so it takes less than 4-5 days
