It's only an app, they separated it from paytm app due to rbi's regulations.
Paytm bank is dead, i see no chances of revival.
You can manage your fixed deposits, account and debit card.
Limitations of Paytm Bank after RBI Ban:
1. Can't add/receive money
2. Can't create new upi mandates
3. Can't use debit card for international transactions
4. Bank's upi services are slower with high payment failure rates
5. There are many glitches with their system
6. @paytm upi id has been disabled and forwarded to yes bank
