It depends on which card you are using. If your card has 1% dcc charge then yes.

i read my points in this post, just wnt to highlight one thing,
Indian immigration officers (even arline staff) ask indians many questions, while exiting india. But they dont ask anything with foreign passport when exiting india.
Similar thing i have seen outside india specially in south east asia, they ask local questions to passport holder, while exiting country, but dont ask anything to foreign passport holder (irrespective of travelling back to india or to third country)

Malaysia airlines ticket is issued from their mumbai office. So it is billed in INR. No DCC. Realised this after getting the ticket. I had used bob premier because I was afraid of DCC. But nothing extra other than the bill amount was charged. It has been more than 1 week since I booked.

Yes there are lounges which work both as arrival and departure lounge. It is outside passport control. After landing at KLIA 1, there are few lounges. Alternatively you can go to klia2 and have a good meal and rest at Capsule transit MAX at level 2M (same floor as Plaza premium). There are free bus available from klia1 to klia2.

Please note that yes bank marquee won't work here. Not all Priority pass will work. Hdfc PP, indusind PP, will work.
The reason why I am asking you to go to klia2 is because Capsule transit max is a hidden gem. It remains mostly empty. It has great food (try nasi lemak). They have all vegetarian menu. Nasi lemak is an exception which has egg. If you are a vegetarian ask them to remove egg. Shower, gym facilities etc also available. Steam bath is there.
Plaza premium lounge (both T1 and T2) are not worth visiting. Horrible food, too overcrowded, just like lounges here in India.

Ok bro. I had read a similar post by yourself previously. I was doubtful about whether they are arrival or departure lounges. But now after your previous post #28, its clear.
One doubt I have is about this free bus from klia1 to klia2. Do we exit the klia1 terminal to get this bus?
And I have Pinnacle CC but didnt apply for PP. Planning to use either Federal Celesta which has lounge key or IDFC wealth Dreamfolks (have spent 20k in previous month) or HDFC DCP

Call indusind customer care and ask for PP, they'll issue instantly. You'll get within a week.

So I take this bus, reach klia2 show my arrival boarding pass and credit card/ dreamfolks card at the lounge. But before that, will the security personnel outside the klia2 let me in with my arrival boarding pass.
And if Capsule transit max doesn’t accept my cards, hope I can come back to klia1 and use some other lounge 😁
It's not India, there is no security to check anything. Nobody bothers to check your ticket or even id proof until checkin counter. The area where this lounge is located is like a shopping mall, anyone can come buy groceries and other things, eat and chill and go home.
You can always go back to klia1.
Or better, if you have extra lounge access available, first access whatever is available at KLIA1, after that travel to klia2. You'll be able to kill time and enjoy lounge hopping. Most hotels in KL has a very late checkin time of 3pm.
