Query regarding credit card application of tata neu infinity credit card

I want to know there is a life time free offer of tata neu credit card in one mobile which is having hdfc account ( year old ) and uses bigbasket but account holder is not eligible for infinity credit card if other person in family is eligible for this credit card and don't have any relationship with HDFC can he apply from tata neu app which has ltf offer
